Our professional staff has been associated with the Training business for over 30 years. Our staff’s scientific experience ranges from Basic Metrology, Metrology Engineering, Quality Systems, CBRN-D school trained personnel and Calibration/Metrologists with combined experience of over 220 years and Information Technology experience exceeding 25 years.

Nelson Stiltner President & Owner of NS Software Services: Retired U. S. Air Force, last military assignment was at Keesler AFB, MS as an instructor in both Precision and heavy ground Radar career fields. Retired Civil Service as a GS-11 Training Specialist with the Air Force and a GS-12 Educational Specialist with the Navy here in Pensacola. Education includes, BA degree in Industrial Vocational Education, and a Masters degree in Supervision of Instruction from USM, Hattiesburg, Mississippi.

Jesse M. Martinez Chief Operating Officer, who is retired Master Gunnery Sergeant from the U. S. Marine Corps. Jesse has an Interim Secret clearance. Jesse spent his career in the Metrology and Calibration environment as both a technician, Instructor and a Master Training Specialist at various DOD formal service school environments. Jesse is also level II certified as an Acquisition Professional through the Defense Systems Management College (DSMC). He has served as a project officer at Marine Corps Systems Command while on active duty. Currently he is heavily involved as a Calibration and Metrology Logistics Element Monitor for the U. S. Navy Research and Development Program. His passion for creating Distance Learning delivery systems, web portals and web services keeps him focused on the future edge of IT Technology. Jesse also serves as the Chairman for Training Resources for the National Conference of Standards Laboratories International.

Jessica M. English Executive Administrative Assistant, has spent her career in academia instruction, business process analysis, business process reengineering, and published various works and papers. Education: Master’s degree in Fine Arts (MFA English) University of Notre Dame, Notre Dame, Indiana. She also holds a Certificate in Striving for Excellence in Teaching.

 

Logistics and RADIAC Support

Burton W. Sutherland, Ph. D. On Site Logistics Weapons Systems Manager and RADIAC Program Manager, is a retired Master Sergeant from the U. S. Marine Corps. Burt served as a Reconnaissance infantryman, supply technician and Metrology technician. Burt has a MS in Electronic Engineering from Rochville University and a Ph.D. in Engineering Management from Rochville University. Burt has an active Secret Clearance. In addition to his Metrology MOS, he also completed the following service schools: U. S. Marine Corps NBC Defense Course U. S. Army Chemical school U. S. Army Radiological Affairs Safety Officers Course U. S. Navy Radiation, Detection, Indication and Computation course (RADIAC) He has also served as the National Conference of Standards Laboratories International (NCSLI) Chair for Chemical Metrology, a position normally reserved for a scientist with a PhD in Analytical Chemistry. Burt assists in managing three Civil Service Material Managers and two Civil Service Acquisition and logistics personnel responsible for acquisition and sustainment of over 705 acquisitions attuned to USMC MARCORSYSCOM Product Group -16 . Each of these items require Lifecycle Sustainment, Configuration Management, Data Technician expertise, Provisioning assistance, spares fielding, Enterprise Level Maintenance Planning, reviews of acquisition and logistics documents to ensure Marines can support the equipment/end items globally. Burt is the USMC Technical RADIAC Program Manager for two USMC RADIAC laboratories. His relationships with the U.S. Navy regulatory bodies and Nuclear Regulatory Commission, have caused them to recognize his efforts in the last four years with formal letters of appreciation to the command. He is also solidifying the Joint Calibration Requirements Analysis (JCRA) for the Chemical Biological Defense (CBD) Joint Program Executive Office to provide NIST accurate, metrology science to CBRN-D systems being procured by DoD and Homeland Defense.

Ray Slack, Courseware Developer, 20 years service in the United States Marine Corps working in the metrology field. Radiation, detection, indication and computation (RADIAC) calibration technician for more than two years. Radiation Safety Officer (RSO) for Marine operated RADIAC calibration facility for more than four years. Currently developing courseware for MARCORSYSCOM PG161 PM TMDE. NS Software Security Officer.

Dave Lee Quality Manager and Provisioner, 20 years service in the United States Marine Corps working in the CBRN-D field. Manages RADIAC Quality programs and monitors the quality efforts of RADIAC lab metrological processes, accuracies and production. Drove and conducted OIF reset operations for TMDE and CSE related equipment, saving the government millions of dollars.

 

Engineering Support

Dustin Mink, Chief Information Officer, has a Masters degree in Software Engineering and Bachelor degree in Computer Sciences from the University of West Florida. Seven years of information technology related experience. With a very variable background working as a Systems Engineer, Software Engineer, and Systems/Networks Administrator for a multitude of different clients including DoD and DHS to name a few in the past. A United States Marine Corps Reserves Communication Officer and prior entitled in the area of Military Intelligences that includes combat experience since 2004. Asked to become part of the University of West Florida Computer Science Faculty in 2008 and started teaching senior level courses on a wide range of technologies. DoD 8570 IAT II and IAM I certified. CompTIA Security+ Certificated Professional. Holds key DIACAP roles in several DoD projects.

Ken Stearmer, Senior Systems Administrator, BS Computer Science degree from the University West Florida. Ten years of information technology related experience. DoD 8570 IAT II and IAM I certified. CompTIA Security+ Certificated Professional.

Brian Watson, Senior Software Engineer, has a masters and bachelor degree in computer science from the University of West Florida. Eight years of Software Engineer experience.

Jay Glascoe, Software Engineer, has a masters and bachelor degree in mathematics from the University of Michigan. Eight years of Software Engineer experience.

Brandon Tucker, Software Engineer, has a bachelor degree in software engineering from Georgia Tech. Two years of Software Engineer experience. DoD 8570 IAT II and IAM I certified. CompTIA Security+ Certificated Professional.

Brain Gibowski, Junior Software Engineer, has a master in software engineering and bachelor in mathematics from the University of West Florida. One year of Software Engineer experience.

Scott Bringe, Junior Systems Administrator, Five years Systems/Networks Administration and an additional fifteen years programming experience. Projected to graduate with a bachelor degree in Computer Information Systems in the spring of 2012.

Josselyn Webb, Helpdesk Support, Four years helpdesk support.
