SCOPE: MARCORSYSCOM requests contractor assistance in furthering the effort to supply software design, engineering, design integration, design conversion, development, enhancement, and continued deployment of the Test Measurement and Diagnostic Information System 21 (TMDIS 21) Program to include:

    1. Design, develop and implement TMDIS 21 adaptors.
    2. Design, develop and implement TMDIS 21 database.
    3. Design, develop and implement TMDIS 21 web services portal.
    4. Evaluate other internal and external applications for integration into TMDIS 21 program.
    5. Integrate other internal and external applications' functionality into TMDIS 21 program.

SCOPE: The NSSS team did Provide SME and guidance to Marine Corps personnel directed by the Program Manager. New Modules for the LMS have been placed on the Marine Corps Web site in Albany, GA and testing along with the TMDIS 21 data repository in Jan 2005. NS Software Services personnel developed the 13 FMF courses and provide all other IT services. Once the TMDIS 21 adapter and database are stabilized, NSSS tied all applications (LMS & Modules) into the new TMDIS 21 portal.

Scope and applicability CSC and the U.S. Navy Metrology Research & Development Program (PM-MR&D) Consistent with the operating philosophy of the U.S. Navy, to include Naval Air, Naval Sea Systems, and Marine Corps System Commands, PM-MR&D is required to ensure interservice awareness and knowledge management of METCAL matters and undertake a support strategy and business approach for on-going joint coordination and interchange of information encompassing long range and specific goals that address Metrology and Calibration Standards in support of NBC test systems. NS Software Services currently provide products and services to MARCORSYSCOM, Quantico, VA, Nuclear, Biological and Chemical Defense (NBCD) and Joint Equipment Assessment Program (JEAP), Marine Corps Logistics Command, Albany, GA serving joint services within DOD . NS Software Services provides technically competent personnel who can address and manage technical programs for Metrology and NBCD environments. We are providing a Learning Management System (LMS) web portal, as a Distance Learning solution for the Metrology (Calibration), and NBCD personnel. We are providing performance support to the MARFORCES by providing MOS Sustainment training as well as augment new equipment training through use of the LMS customized modules.

PROJECT ELEMENT TITLE: Interactive Courseware Development

Visual Labmate and ACE Implementation and Training

NS Software Services provided a interactive CD ROM master disk containing approved LABMATE courseware for training to the Marine Corps Metrology, Naval Warfare Assessment Division, Norco, CA 91760. The application has duplication rights for all installations and unlimited user rights at their destination. The design, development, authoring, and testing the courseware training application, which was delivered on a CD ROM disk. Individual final courseware testing was accomplished over the Internet, using free off the shelf plug-ins with Netscape or Microsoft Explorer browsers.

SCOPE: NS Software Services provided MARCORSYSCOM Strategic Planning, Metrics/Document Development, and Process Mapping Improvement. NS Software Services shall ensure maximum utilization of the Computer Assisted Logistic and Test Equipment Calibration System (CALTECS), Visual Data Sync (VDS) and PM TMDE’s knowledge management system, SCOR-LMS as part of the Test Measurement Diagnostic Equipment Information Systems 21 (TMDIS 21). This support will also include the development of sustainment training within SCOR-LMS in support of the TMDE Schoolhouse and it’s associated activities, and Calibration Officers. This support will consist of developing PM TMDE strategic and data requirements and analysis for procurement, installation, training, calibration, and testing of TMDE. This support will also consist of technical support for the Marine Corps TMDE programs on a time and material basis.

TITLE: METROLOGY DISTANCE LEARNING SOFTWARE DEVELOPMENT SUPPORT

1.2 Scope
NS Software Services provided MARCORSYSCOM PM TMDE METCAL program assistance with this effort to upgrade information and system control networks for maintenance activities and Calibration laboratories to minimize paper transactions and to provide for the efficient dissemination of critical information. This effort was part of the AN/TSM-198 Calibration Facility and the AN/TSM-197 Electronic Test Measurement and Diagnostic Equipment Repair facilities. Additional requirements exist for upgrades to computer controlled test resources, information management, knowledge management, and training resources. These additional requirements include ensuring these resources maintain improved communication advancements and to provide Technician Qualification training containing validated technician or Metrologists qualifications related to: The calibration procedure, the calibration standard and/or the instrument type. These modules would be applicable to those laboratories with rigorous Quality Control procedures that require tracking of technician qualifications. MARCORSYSCOM requests FEDSIM’s assistance in the procurement and delivery of a knowledge management and training system leveraging interactive courseware modules using on-line technology to create a Marine Corps Metrology and Calibration intranet environment for all work centers through out the ground Marine Corps Metrology laboratory community. By utilizing on-line interactive courseware, Marines can be trained the same, anywhere in the world. These courses will also be available on the Navy Marine Corps Intranet to reach the Marines regardless of location. This effort will save millions of dollars in travel and loss of resources to the home installation.

NS Software Services provided MARCORSYSCOM assistance as an Application Service Provider (ASP) to provide the mechanism to survey, collect, manipulate, analyze, and report results of findings through the survey mechanism. S Software Services delivered a survey mechanism that was leveraged through the current knowledge management (KM) and training system which is capable of accommodating and leveraging interactive Surveys electronically throughout the PM TMDE Community. NS Software Services use on-line technology to achieve stated salient characteristics as part of the management Intranet environment for the Marine Corps Calibration & Test Measurement and Diagnostics Equipment Program.

PROJECT ELEMENT TITLE: CTMS-TMDE Database Support

C.2 SCOPE
NS Software Services provided MARCORSYSCOM assistance in the integration, design conversion, development, enhancement, and deployment of two software program, one GOCO, and the other program is a licensed commercial off the shelf program. The main requirement was to utilize the graphical user interface (GUI) of one software program as a consolidation effort and then deploy both of the products in a one package form out to Marine Forces. The government software program is called Calibration Test Measurement Diagnostic Equipment Management System (CTMS) database. In its present state it was very limited to single users on not to enterprise users. It became interoperable and use the GUI of the proprietary software product called VORTECS. VORTECS is licensed commercial product utilized by the MARCORSYSCOM PM TMDE organization and provides the certain types of capabilities for an enterprise type organization.

NS Software Services provided MARCORSYSCOM assistance in the procurement of Application Service Provider (ASP) services that can fully upgrade to version 1.2 of the knowledge management (KM) and a training system that is capable of leveraging interactive Surveys electronically throughout the PM TMDE Community. By using a wireless on-line technology to create a wireless knowledge management Intranet environment for the Marine Corps Calibration & Test Measurement Management and the Equipment Assessment Program. This system was delivered to all work centers throughout the Marine Corps' MARCORSYSCOM Commands and PM TMDE using unit communities.

NS Software Services provides MARCORSYSCOM PM TMDE METCAL program assistance with the effort to upgrade information and system control networks for Nuclear Biological and Chemical (NBC ) maintenance activities and Calibration laboratories to minimize paper transactions and to provide for the efficient dissemination of critical information. This effort is part of the AN/TSM-198 Calibration Facility and the AN/TSM-197 Electronic Test Measurement and Diagnostic Equipment Repair facilities. Additional requirements exist for upgrades to computer controlled test resources, information management, knowledge management, and training resources.

C.2 SCOPE
The U.S. Marine Corps is responsible for ensuring the operational and combat readinessof the NBCD Individual Protective Equipment (IPE) for all U.S. Military and Federal Agencies under the auspices of Joint Program Executive Office, Chemical Biological Defense (JPEO-CBD) and the Joint Project Manager, Individual Protection (JPM IP). These duties are carried out by the JEAP. In addition, the Program Manager (PM), JEAP is the Marine Corps’ Executive Agent for the Central Issue Facility (CIF) Program and, as such, is responsible to manage the operations of all CIFs to include the issue, recovery, replacement and replenishment of all Marine Corps Individual Combat Equipment (ICE) to Marines worldwide.
